Which actually helps the wheels stay on the track when going around a bend - even if the car tilts outwards when taking a corner at speed, that doesn't lift the inside wheel off the rails. (Also helps the wheels stay on the track even when the car topples over).

Energize the other cord (on the same phase), unplug that one, swap on the cover plate, plug it back in, de-energize the other cord, detach it and close the case. I don't like working on energized equipment, but I've done it. Or, you know, if the security system was that critical, it should be on redundant power and a UPS/generator supply, so unplugging the cable wouldn't interrupt anything. Clown answer: crack the cover plate and pop it over the cord.

That would work except the box is recessed behind the plywood so you can't install the plate without first installing a box extension and moving the receptacle out to be flush. I guess if it weren't one of those right angle plugs you could just have the plate sit on there, partially screwed in, 1/2" out from the face of the receptacle, but that's still loving bullshit (and a fire hazard)
