Cam's contract has a ton of playtime incentives and they all count as not likely to be earned because he only played 19% of snaps last year. Just exists so that Cam has no cap hit this year. Despite being an up to $7.5m contract this year, the Patriots got salary cap space by signing Cam, because his minimum salary + veteran status is lower then the rando-51st guy's rookie contract cap hit.
