I have actually done that when throwing a bag of concrete over my shoulder in a stupid way. You don't want to burst the bag so you just go down with it as it spins you around like a top. I go about 240 lbs and it still made me it's bitch. Yes, people were watching.. I'm sure it looked hilarious. I was trying to look cool and strong. I ended up looking nothing of the sort.

The tail rotor is geared to the main rotor and cannot stop spinning independently. It looks like it stops because the rotor (presumably) decelerates so it matches the framerate of the camera. Also there's no reason that it would suddenly stop; it doesn't hit the ground or anything.
