Underground bunkers are cool and given our presidents lack of geopolitical skills and strategic thinking, not a horrible idea. If you can survive nuclear annihilation for ~2 weeks pay and a weekend or two of work I say do it. What's happening here is a lovely insulation job is falling off. It's really common in Russia and Ukraine and other post-soviet countries to try to renovate old lovely apartments by just gluing foam insulation all over the exterior of the building and then maybe slapping some plaster over top of that and it's famously done often without any permit by fly by night contractors. A lot of times individual owners will just get their personal exterior walls done and it looks awful. Sometimes they don't even parge over, its just like rigid insulation glued or screwed to the side of the building.

It's kind of amazing to build a tall, stand-alone house in what looks like a flat open area, and still make most of it feel like a dreary inside office. I'm sure it was expensive to put up, too. Looking at it on streetview, it really does look like it was meant to be a commercial property and got converted to housing when that failed - it's on the rear of a gas station lot, for one thing.
