Are there situations where static electricity will behave and feel like AC? Went and took a reading between two pieces of equipment and it was showing 40v on the multimeter, if you touch between the two it feels like AC at 60hz, my boss insists it's just static electricity and we'll just put in a grounding strap, I don't think he's even looked at it.

lol no your boss is going to get you killed. the static electricity snaps that you feel are like 10,000-20,000 volts and nanoamps of current. the discharge is so fast that most multimeters won't even register it. if you're reading any continuous voltage it is absolutely not just static. whatever part of the machine you're probing is live and the only reason it's not the full 120/240v is because the connection is bad so it's behaving like a voltage divider.
