One structural engineer at work says "because they used backer bars to prevent any blowouts, and the weld matches the thickness of the flange, this is would seem to be a valid connection." But then he went on to talk about how this is done to exploit cheap laborers in China and India. Waiting to see what the others think of it.

As long as they're watching interpass temperature, cleaning between each pass, and x-raying the weld afterwards it should be fine. They could have maybe put some funny bevels into the branch plate to avoid some extra welding but that's probably not any cheaper than just paying someone for 400 hours of welding. This assumes that they didn't fill the entire center of the joint with loose welding rod and then run stringers over the top of that to make it look like a full-pen weld
