From the comments:
They were transferring someone off the sub and the tug lost power. Current kept the tug next to the sub until it got stuck on the back there. Tug got power again and backed off, ripping the hull open.

Everyone got rescued and delivered back to shore.

According to Wikipedia the tug lost power when crewmen were transferring from the sub to the tug. The tug got caught on the rear fin of the sub and eventually took enough damage to sink. Two of the engine crew on the tug were killed.

The tug's engines failed after coming alongside the sub and she was dragged along until her hull got cut open by the sub's dive planes. It's not known exactly what happened to the engines because the engine room crew drowned when she sank.

Oh well I should have clarified - the power was out, that's why we got called. Fuse was open, probably faulted out when everything was wet with morning dew, though obviously everything had been burning for a while.

There'd be no way to clear up something like that with the line energized.
