You can make one to fit but I'm not so sure it's that as much as the height of a billion (discernable because we're given a $1B difference) being very small and the true zero-axis being much higher up than the bars suggest. If I wasn't phone posting I'd fire up Paint and move the bars together to find out. Still incredibly dishonest at best (and a weird slant to take if this is indeed meant more for German-centric consumption as the watermark implies)

If you're trying to examine communities, then this might be an appropriate way to represent how they behave. But I think a lot of people will be thinking about people, and that's where the cumulative population is really important.
