I don't know if it's charcoal but its usually called a "grill brick" and it usually smells a little weird, but not like charcoal. The person in the gif is making it way harder and more dangerous than it needs to be but I respect him anyway.

Hmm, that makes sense, but now I'm confused about human vision. To the naked eye, flicking a ruler looks like the first version (in the shadow). But why would we naturally see the "lower fps" version in real life when we can clearly see the "higher fps" version in the video as well? Or am I thinking about this all wrong?

Edit: Or is it just the shutter speed that's changing in the video, not the fps? I guess that would make more sense.

This.

With the slower shutter speed in shadow, the motion of the ruler is blurred across several frames. With the faster shutter speed in the sun, the camera can capture the ruler in motion and "freeze" it with no blurring. Same reason a camera set completely to auto will try to fire the flash in low light settings, as no flash will mean lower light, which means longer shutter speeds, which means the potential for people to be blurred out if they move too much.

To expand on this, it's specifically the way in which the framerate interacts with the refresh rate (the speed at which the sensor captures and writes pixels to memory, typically row-by-row from the top left).
