Oh, you should be able to eat the chip without being T7 (unless they've patched it, as it's worked on lower tier skills for me), it also will allow you to train the Battlecruiser Command skill once that is done. I am unsure if this is a bug or intended behavior. Though, you should be at T7 by the time 21 days has passed anyways, as long as you don't let the queue run dry.

Can anyone point me to a legitimate Goon corp that industry focused and isn't going to collapse like a dying star at the end of the week? Or any corp for that matter, not just industry based. I'll take anything at this point to be honest.

I've established [2BG] Two Bad Gamers as the new hot up and coming corporation. The rules are as follows: 1. 0% tax. In three months we're going to skip out on the mortgage like those furniture wholesalers who are always holding Going Out of Business sales. 2. Unofficial headquarters is in Jita. Queues are good for the soul. 3. Industry is forbidden. If I see anyone flying so much as a Venture Trainer I will unload on you like you're my therapist. 4. My brother, House of the Dad, is our in-corp deacon and will be holding mandatory services on Sunday at 9:00 UTC. 5. Only myself and my aforementioned brother are allowed in the corporation. I expect us to make it to Friday without some major leadership shakeup. Wish us luck!

As far as making pubbies angry goes, I don't think they give a poo poo about our gimmick, even though goose based socialism is hilarious. *HONK* What will piss them off is us ruining the game for them in one way or another. Be it by welping ships in highsec ganking, controlling the economy, or something like infiltration of their corps and basically doing to them what we've done to ourselves. The whole reason goons became what they are in eve, was exploiting PvP mechanics and making GBS threads all over guys who took the game too seriously. Starfleet Dental in sto did this with glorious precision and talent. We should just have fun, build our infrastructure, and wait and see who thinks they're king poo poo of gently caress mountain, then honk all over their asses in local while they watch their efforts burn.  Our image Means nothing if we can't back up our shenanigans with coordination and the might of our flock.
