Or each of the three passengers were all planning to pull a DB Cooper (the pilot was going to fake his own death for insurance purposes) but weren't aware the other ones had the same idea, and then it got really awkward when everyone had a parachute.

The navy confirmed it's a navy plane, according to local news. In which case with 4 people on board I guess it's probably an E-2 like the guy says. But some other stuff I'm reading describes the occupants as "pilot and three passengers" so IDK?

Sounds like its navy and they are based no where near, but B-52s have 6 ejection seats, and can have 4+ more people manually jump out of hole the seats make when they leave. 4 crew wouldn't be crazy for a ferry flight though (other than missed opportunity for training hours).

News is saying it was an E-2C from VAW-120, the E-2/C-2 training squadron. Whidbey NAS was pretty active last time I was out there. If they're bugging people they're almost certainly flying Growlers. If you're really lucky, you can go snowboarding at Steven's pass, and see/hear Growlers do low altitude terrain following on the neighboring mountains all day. I've heard the noise all the way across the strait on the east side of Victoria (Oak Bay) at the south end of Vancouver Island is a LOT more noticeable now that they went from EA-6Bs to EA-18Gs. Sound really carries over water, especially when it is usually quite flat calm like that area is.
