Totally depends on the EV. I used to drive an i8, and now have an i3. The i8 already had pretty tiny tires for what it was, the i3 basically has bicycle tires. I had the luck to talk to one of the developers of both car's drivetrains a lot, and of course the tires come up at one point, where he basically said "when you are trying to gain every single mile/km from the battery, you start to use tires that make sense instead of "looking good"". The i3 with it's tiny tires is super quiet, and even with the i8 I had problems no running over people that simply didn't hear me.

Then comes the situation where maybe someone is running with earplugs in, who would clearly hear engine noise, but not a nearly silent EV running up to him.

I think the noise makes sense. I heard what I believe was a Renault Zoe couple days ago with the "whoawhoawhoa" beeing emitted, and it was neither disturbing or annoying, but definitely audible enough to realize somethings driving along

tl;dr: some companies put really, REALLY tiny tires on the EVs/Hybrids to maximize range, and they are very, very quiet

No, you see, in a busy city, you need to be sure that pedestrians can hear an EV over the cement trucks and dump trucks crashing through intersections, restaurants blasting music out onto empty patios, homeless people shouting at ghosts, ICE cars with noise for the sake of more noise exhausts, jackhammering, concrete sawing, even the loving sparrows are loud noise pollution that nobody seems concerned about because they all wear noise isolating/cancelling headphones everywhere so they don't go loving deaf. So let's make a quiet vehicle noisy so we can be part of the problem that we refuse to acknowledge exists!

Trust me we do a drat fine job running over sighted people in this city, and nobody gives a poo poo about that. Do we really need to legislate noisemakers? How about we enforce traffic laws, and change poo poo where cars and pedestrians can occupy the same space so that they don't/can't/shouldn't ever have to. Oh wait we can just force the manufacturers to slap a white noise bandaid on it at very little public cost and say it's to help blind people, instead of getting poo poo right in the first place? Let's do that then.

BMW is already looking at charging a recurring fee to enable options like heated seats, so I could totally see them selling car noise DLC.

I know, I love mine to death. The thing is pretty ugly from the outside, but the interior is a work of art, and it feels like entering the Tardis because it looks small from the outside, and once you enter it, it's like....big!

Mine is still the launch model, small battery etc. We have a huge incentive going over here at the moment to help the car industry where you get betwenn 9000 to 11000 EUR off of a purely electric car (plus even more incentives when you use it as a company car).

So I actually thought about selling mine and getting a new one, with the bigger battery (with all incentives off, dealer discount, and taxes off, it would have been something like 25000 EUR for a new i3s). But testdriving some more recent EVs (like the VW id.3) they are basically another evolution step above the i3, so I decided against it. As you said, you just get a lot more for the money from more recently developed EVs.

I still love mine, and it won't go away soon.

That is exactly the sound effect I was thinking of but could not remember where it came from. Also, my cat immediately stopped eating and started running around the house trying to figure out what that sound was.
