Look guys, I think it's a fair point to just pause, take a breath and remember that the qualifications of this job are as follows: Be 18, be an Australian citizen. Now that we know just how low the bar is, rather than asking 'how did this happen' we can start asking the real questions 'how hasn't this happened sooner, or even - how long until this inevitably happens again'. We have these ministries which are supposed to mitigate the idiot factor and provide expert help and guidance, but the idiots are also in charge of hiring and firing in those ministries, so they've just stuffed those up too.

If we made it so ministers had no say in the employment factors in the public service, like some 4th arm of the government, then we might solve the problem.

It'd be the Parliament, the Executive Government, the Judicature, and the guys who are meant to stop the idiots from being idiots.

I agree with the vibe of what you are saying and a frank and fearless APS is how the system should work. However in reality you ended up with Permanent Secretaries that we’re all Sir Humphrey types. John Stone did everything he could to stymie the Hawke/Keating reforms and truly believed that ALP government was an aberration that would soon revert to the “natural party of government”.

The best thing that could happen is a Federal ICAC, acting with the powers of a standing royal commission into the executive and parliamentary branches of government.
