I agree with the vibe of what you are saying and a frank and fearless APS is how the system should work. However in reality you ended up with Permanent Secretaries that we’re all Sir Humphrey types. John Stone did everything he could to stymie the Hawke/Keating reforms and truly believed that ALP government was an aberration that would soon revert to the “natural party of government”. The best thing that could happen is a Federal ICAC, acting with the powers of a standing royal commission into the executive and parliamentary branches of government.
