The lists aren't perfect and people who've volunteered or donated to a particular campaign are usually filtered off so you don't waste time contacting stone-cold locks. The starting point is usually anyone who's voted in party X's primary in the last 12-16 years so a lot of people end up on both lists in places where local races are dominated by one party or the other and the sherrif's primary race or whatever is effectively the entire election.

I did canvassing this year for a state legislature candidate, and the list was only people that requested information, so mostly registered D's but definitely dropped literature at a few Trump houses.
