With this method of ranked-choice voting, a candidate must have 50%+1 to win. First we count all the 1st choice votes; then, if no candidate has a majority, the candidate with the fewest votes is eliminated and all voters who voted for that third candidate with a 1, have their 2nd choice applied to the totals instead. If 2nd and 3rd place are tied, I'll look at the #2s from all those voters and see how they add up. Or something. After eliminating third place and applying 2nd choice for those voters, if 1st and 2nd are tied, I figure out a tiebreaker I guess. Whatever this is not a rigorous election, it's just gang tags.
