It’s called a popcorn ceiling and it’s just sprayed on, it was popular in the 70’s but it used asbestos so it got less popular. There’s a slightly newer (80’s) version made with styrofoam, but either way it’s just a cheap ceiling material.

In particular if your ceiling is saggy and poo poo it helps cover that up, and you can repaint it easily because it doesn't show blobs or streaks easily. Textured ceilings are quite good from a maintenence perspective but are unfashionable nowadays because they're old and associated with poverty.
