I think some of them still have a sort of exceptionalism when thinking about Western states. People have to believe this COVID pandemic had to have been planned, because it's impossible to comprehend the state in a place like the UK or US utterly failing so utterly in its response. I don't think the leadership in either country is that upset about the unnecessary death, but it definitely makes their jobs a bit harder.
