Riding on a controlled access highway like that does at first impression seem like a terrible idea but they have huge wide shoulders and it's not that bad. Two lane highways with no shoulder can be a lot worse. I ride on the interstate sometimes, and it's allowed. Not really by choice though- it's just literally the only way to get through some places around here.

Since a lot of those roads have speed limits of like 70 mph.

If anything he indicated a stop using the wrong hand. Unfortunately this did not work out for him because a semi truck was busy blowing the lane divider for the off-ramp he was on (possibly because he was impatient and wanted to illegally duck around a slower moving bit of traffic).

Tire cages aren't really needed for one piece wheels, so it's redundant anyhow. I can only think of one instance when I worked in truck shops where someone didn't use a cage on a split rim, and the ring wound up in the roof. I saw a ring gently caress up a tire cage pretty nicely in the army, but the army is an entire osha thread to itself.
