Well in the case of a motorcycle taking your hand off a throttle and also not covering your front brake is a bad idea. Also I believe this is sort a hold over from hand signaling in cars. Riding on a controlled access highway like that does at first impression seem like a terrible idea but they have huge wide shoulders and it's not that bad. Two lane highways with no shoulder can be a lot worse. I ride on the interstate sometimes, and it's allowed. Not really by choice though- it's just literally the only way to get through some places around here.

The cyclist then crossed a dashed line to move into this new lane without signaling properly or looking behind them to see if anyone was coming (understandable due to the lane just starting). Unfortunately this did not work out for him because a semi truck was busy blowing the lane divider for the off-ramp he was on (possibly because he was impatient and wanted to illegally duck around a slower moving bit of traffic).

Tire cages aren't really needed for one piece wheels, so it's redundant anyhow. I can only think of one instance when I worked in truck shops where someone didn't use a cage on a split rim, and the ring wound up in the roof. I saw a ring gently caress up a tire cage pretty nicely in the army, but the army is an entire osha thread to itself.
