white phosphorus is the most effective smoke-generating agent on the planet but yeah it gets used for war crimes all the time well, technically not war crimes i guess since the military has successfully argued that the incendiary effects are "incidental" to its use as an illuminant, which exempts it from the list of chemicals that can't be dropped on combatants in in populated areas they also somehow managed to keep it off of the list of chemicals expressly banned under the chemical weapons convention it's truly nasty poo poo. even if you don't die from the burns you stand a great risk of being killed by all the poisonous phosphorus getting leeched into your bloodstream, and you probably *will* die from the burns because the fragments will burn all the way through to your bones and since you can't put them out without fully smothering their access to oxygen (keeping in mind that they can also reignite if exposed to oxygen later) the only way to stop it is to literally dig the burning fragments out of the person's body with a knife
