The UK has ruled out an extension so at the end of the extension period they'll crash out anyway. It's far too late to properly implement anything substantial until the new year as well, so even if some thin deal was struck they'd get hosed. And even then negotiations will continue well into the decade. It's an island off the coast of a huge trade bloc, it can't really afford not to converge with its rules. That's the whole point of the union, that's why the UK was a member. The whole thing is top to bottom.
