I'm a dumbass dem defender, but every single senator really, really loves the power that they have to grind things to a halt, or get wooed for a policy, or whatever. Republicans would've very, very happily completely nuked the filibuster with their 2017-2018 trifecta, but senators really like their power. That and they didn't quite agree on a thing to nuke it for.

Yeah that's a big reason too, though I think more republican senators enjoy government paralysis than democrats and abolishing the filibuster now would actually give Joe Manchin types even more power.
