It's not quite decorum, it's power. I'm a dumbass dem defender, but every single senator really, really loves the power that they have to grind things to a halt, or get wooed for a policy, or whatever.

Republicans would've very, very happily completely nuked the filibuster with their 2017-2018 trifecta, but senators really like their power. That and they didn't quite agree on a thing to nuke it for.

Yeah that's a big reason too, though I think more republican senators enjoy government paralysis than democrats and abolishing the filibuster now would actually give Joe Manchin types even more power.

Both sides are also filled with wildly out of touch senior citizens who yearn to return to the halcyon days of gentleman's agreements after a naked swim in the senatorial pool.
