So, it'll return a "this person is a wrong'un" the moment a person of colour happens to wander past a camera, for any local fascist to beat the poo poo out of in the process of making an arrest?

Although I've never been a specialist in facial recognition I am a computer vision researcher and have worked in labs that built face recognition systems. The answer ranges from "not really" to "it depends". Most facial recognition systems require a training set. If that training set comprises exclusively white faces, it probably won't do very well on black people. But if your training set contains adequate samples of all face types you want to recognise there is no special reason it would fail on non-white faces. The underlying algorithms are typically fairly generic and could be used to recognise dogs or dolphins if you trained on them instead (and indeed there has been research done on just that). Some early face detection algorithms (like your camera uses to find focus points, rather than Facebook uses to identify people) might fail on dark faces because they expect a certain contrast between for instance the eye region and the cheeks - Viola-Jones is an example. I used to work in a lab with Chinese, Arab and Asian (in the British rather than the American sense) colleagues and we didn't have any special problems, although nobody there had very dark skin.

Facepaint, dazzle camo and such is easily defeated with 3D face recognition, which is less common in security cameras but an iPhone can do it. Bearded faces are recognisable unless you grow or shave one between the initial sample and the recognition attempt, sunglasses alone were already an unreliable defence against the latest and greatest from five years ago. Masks are still tricky if they cover your mouth and nose. Probably gait recognition is more useful there, assuming you're going after a specific person who you have previously monitored. If all the cops have to go off is a mugshot and your social media, a mask will do a pretty good job at hiding your identity against anything cheap enough to be widely deployed.

A very real problem is that while recognising a face from a database of a couple hundred people of interest is not that hard, recognising one from a database of thousands or millions is very slow and much more likely to throw up many false positives. When Facebook gives you a photo tag suggestion they aren't checking every person who uses Facebook, just your friends and maybe their friends. So if the polis have you down as on a list of known local troublemakers they can probably pick you out from crowd surveillance footage, but I doubt it would be feasible to reliably identify every person in that crowd even if they had an up-to-date database of every face in the UK.

I'd suggest wear your mandatory mask and maybe a trucker hat. Sunglasses if you're paranoid or hungover. Of course there are imaging systems that can just see through most fabrics but they're expensive, potentially dangerous, the resolution is usually bad, and I doubt anyone is deploying those in the open outside of a warzone or a research setting. The risk assessment forms are a huge pain.

We have all agreed to keep our lights up until the equinox because everyone really likes them. (It is very pretty). And the group is pretty good for keeping in touch, sharing local information etc. I like it.
