I went and saw Holmes and Watson under the mistaken belief it was from the writer and director of Walk Hard. It turned out it was the writer and director of Get Hard.

I don't know if it was a passion project so much as a flailing attempt by Wiseau to write, produce, and star in a movie in order to have it on his CV
