This is to support US shipbuilding and crews in the event of a hot war such as WW2 or the Gulf War 1. Without the Jones Act there wouldn't be enough ships to maintain a labor pool of US mariners, which is already critically thin. We would have trouble sustaining GW1 levels of sealift capability for longer than 3-6 months.

In the event of a hot war, noone is going to bother attacking a carrier group. They will just sink the supply ships since there's only like 20 tankers in the fleet and fewer supply ships, they don't carry any defensive capabilities and the Navy doesn't have the capability to escort. Once those crews are gone there is nothing to replace them.

The time and expense required to rebuild these capabilities if they are lost would be huge.
