Impound any other tankers needed and guarantee the crews US citizenship at the end of hostilities. You'd be amazed what can be achieved with a little creativity, an open mind, and a total disregard for law.

Even a war on the scale of GW1 is out of our reach currently. We don't have the manpower to crew the surge ships and they are in terrible condition. The last activation of the RRF in September 2019 was a disaster.

This is the reason for the Jones act. We have spare tankers moving cargo from AK to Hawaii, CA and PR. Those crews and ships probably can't unrep or work closely with the Navy. Those crews will also most likely consist of eastern Euros, Chinese, Burmese, or Indian nationalities.

If the Jones Act protecting US shippers is a core national defense priority, then the premium price of US flagged carriers and capability should come out of the national defense budget rather than the pockets of people from PR and HI.
