I would have called for the heads of everyone above a certain pay grade, and suspended everyone else pending a security review, and had nat guard take over police duties for a minute while all that poo poo gets sorted.

For a while I had to transit different sections of a large government building by checking out an “unrestricted access pin.” There is nothing restricting government couriers in any meaningful way.
