so the government issues bonds, which are basically risk free as I understand it, as they are backed by... the government, who can just raise taxes or print more money to rebuy them when they are cashed in. So the bank can now borrow people money, knowing that if that loan is not repaid, or they need money back earlier, they can cash in the bonds?
