He's not just a comic relief character though, he's the audience stand in to whom the Wakandians explain things to (and by extension whom we relate to), and who has a big heroic sacrifice moment where he uses a drone to murder black revolutionaries. Like that part always gets me, THAT was the best way to have him make himself useful?! It's also worth remembering that in the comics, Ross was a state department employee, so changing it so he's CIA is a real  moment
