That really is a thing, Sakrete even sells a bag mix specifically for that use called Rip-Rap. I doubt they'd recommend using regular bags like that though.

The article doesn't go into any detail so I wonder whether those are deaths from direct workplace incidents or whether they also include deaths caused by the environment. Malaria killed tens of thousands during the construction of the Panama Canal. Also wonder whether the graph is only including the third attempt at building the Panama Canal or the previous two failed attempts as well.
