The NFL as an organization does not want to get into that kind of thing and the other owners not involved in the trade would never sign off on a regime where the NFL could void trades other than like salary cap violations. It's obviously moot now so everyone can enjoy the Texans completely cratering with no QB OR draft picks and being the first team to lose 17 games two seasons in a row
