manchin would most prefer to push ten senate republicans into supporting enough of the FTP act that he can get that passed and not deal with the rest. that requires some amount of posturing towards senate republicans that if they don't get on board, they might get bulldozed over. he did a lot of this when he went on four separate news channels to idly discuss requiring a talking filibuster - and the stuff in the wapo article going out of its way to mention he thinks there's parts they ought to support is part of this. that is also why he supported schumer not abolishing the nuclear option in the rules of the senate, to keep that gun on the table. it also, however, requires some amount of posturing towards other democrats to take what they can get if he delivers enough republicans (and, as a democrat in west virginia, getting lots of headlines about sticking forks in the eyes of other democrats is, itself, valuable to him). it may have other value as discussed below. the real question is "and when that fails, then what" because we all expect it to fail. that's where we do not actually know: if his efforts at a bipartisan solution fail, what will he do? if he won't do anything: then we're hosed. he won't actually do anything and the bill will fail. any further brinksmanship efforts will also fail. however, it is in his interests not to reveal that he's bluffing entirely because he would rather the bill largely pass as a bipartisan thing he can take credit for. but in that case, why he said all of this stuff will be simple: so that when he folds he can say it was what he was planning on doing all along, it's not folding. if he will do something to let the bill pass despite the filibuster (such as by requiring a talking filibuster or some other "reform" that is not "abolishing" the filibuster) then manchin will want to have laid as much possible groundwork that he was forced into this against his will and republicans are to blame. at the end of the day, there's not really much that we can know about which of the two scenarios above is correct. it's possible manchin himself does not know. we have good reason to believe the second is possible because that is basically what he did with the ARA. we have good reason to believe the first is true because, well, he keeps saying he's not abolishing the filibuster. and we have good reason to believe he knows what he's doing, politically speaking, because he's gotten elected as a democratic senator twice in west virginia while generally delivering votes that democrats need - but only the ones they need
