They do it frequently for online games because you'll have dozens to hundreds of people testing a game before release then tens of thousands or more playing it, so the larger group will find niche strategies that are so good anyone not using them is significantly weaker. If part of the hype for a game is a large variety of characters/weapons, having one be so much better than the others the vast majority of players are using it is bad for business.

The word does come from the Nerf brand though, specifically 'They reduced the damage on this gun so much they practically turned it into a Nerf gun!' And then the term gets expanded to cover anything that is reduced or weakened in a way the players see as bad, like anime tiddies.
