I've lived in various parts of England, Scotland and Northern Ireland all my life and I've never seen fish and chips served in newspaper, or newspaper-style paper. It's always either in a box made from the same cardboard as pizza boxes or wrapped in plain off-white greaseproof paper.

Not really UK related but I will say the best fish I ever ate was served to me in newspaper in the Flordia Keys. The dock the fish came in on was in the back of the restaurant tho. Fish in newspaper owns.

I tend to notice the fishiness flavour more than some people when eating at restaurants, and the fresher it is the less fishy it is. I live on the coast and pretty much every restaurant here uses fish caught overnight. A lot of times when I've ate in places a long way from the sea I've found it less pleasant.
