They sort of did. Battered fish is older and not native to Britain (it was popular in Sephardic Jewish enclaves, and was likely introduced to the country from those), but pairing it with chips seems to be a genuinely British innovation.

I've lived in various parts of England, Scotland and Northern Ireland all my life and I've never seen fish and chips served in newspaper, or newspaper-style paper. It's always either in a box made from the same cardboard as pizza boxes or wrapped in plain off-white greaseproof paper.

my stories are when i went through as a kid in '99, even then i was told it was on its way out

Not really UK related but I will say the best fish I ever ate was served to me in newspaper in the Flordia Keys. The dock the fish came in on was in the back of the restaurant tho. Fish in newspaper owns.

No historical record of them specifically pairing them in chip format with battered fish, though. Pretty much any 'original recipe' is a new combination of existing ingredients.

I reckon that's more down to the dock being behind the restaurant than the newspaper. I tend to notice the fishiness flavour more than some people when eating at restaurants, and the fresher it is the less fishy it is.

I live on the coast and pretty much every restaurant here uses fish caught overnight. A lot of times when I've ate in places a long way from the sea I've found it less pleasant.

I always expect freshly caught squid when ordering in Sheffield. From all the great oceans there.
