I can't say whether they started innocently, but most Captchas these days are a front end for training AI detection systems. AI's being trained are fed images of lets say street scenes, they're asked to pick out the streetlights. Those choices are then run through a Captcha service, where a human needs secure access to an account or website. If the human also correctly picks the images with streetlights, it confirms the AI's findings, if not, the correct human-picked images are fed back into the training system to help improve the AI's visual detection algorithms.

Not entirely sure, but I think this is why a lot of modern captchas make you do multiple images. There's a certain gray area between new images being fed into the captcha, and images being fully confirmed, so I'm assuming that's why even though you seemed to have passed the captcha, they make you do another image or two. Increases security for the site you want to access, and further improves AI visual detection.

It uses how long you took and other input factors (Google has done a bunch of research on how people use mice and type and what weird technical details correlate with bot behavior) in conjunction with whether you picked the same choices as some undisclosed percentage of the users the system is most confident are human. Basically, the less certain it is based on those vague other factors, the more it weights correctness (compared to confidently human input) in whether it lets you continue, and the less value it gives to your input for training the image recognition AI.
