It was kinda like that if you were trying to study something that wasn't popular for English language speakers back in the day, like Japanese. Which is hard to imagine because you can't throw a rock without hitting Japanese language learning resources nowadays but 25-30 years ago it was a lot different. I am old.

Ignoring the vast resources of the internet, Japanese language learning materials and interest in courses were probably at their peak in the 80s and early 90s comparatively speaking. That may be counterintuitive as it predates the great weeb explosion, but Japan was like the pre-eminent world economy for a hot minute, so business Japanese was a big deal. I first learned from a reprint of an 80s business textbook. Fortunately, knowing how to talk about faxing stuff and taking smoke breaks is as relevant in Japan as ever!!
