I've always visualized police reform as something done by disbanding existing police forces and training an entirely separate force with foreign trainers sent in from say Sweden or Norway where the cops are probably much better at being a public service rather than an occupying army. Like Norwegian police have firearms locked in the squadcar and the station needs to radio in permission from the chief before firearms use is authorized. Cops on patrol are unarmed.
