The people responsible for regulation and legislation realised a long time ago that you can basically just ignore the advice of expert investigative bodies and do whatever. See also: every single report released by the GAO.

The reactor itself was properly shielded. The generators converting the reactors heat/steam to electricity is what were out in the open and froze. And this happened in multiple power plants (with the Natural Gas plants having the additional issues due to supply and price gouging/speculating suppliers). Because it's too much work to weatherize our critical infrastructure by building a cheap-rear end shed over it. Or more accurately: it's too much money that could go to the owners/shareholders pockets.

That just reminded me of the latest episode of Air Disasters: a Saab 2000 took a lightning strike and almost crashed when the autopilot failed and the crew struggled to regain control. On investigation, they found that A) the autopilot was fine, the crew had been trained on an older model that had the "autopilot turns off on lightning strikes" issue, B) the Saab 2000's autopilot indicator is just that a tiny "AP" on the MFD goes from white to green, and C) there IS no manual override by just taking the controls, and D) a software glitch turned the autopilot off eventually So the pilots couldn't tell the autopilot was still on, fought the autopilot until the plane went into a steep dive, and were saved because a whoopsie in a line of code turned off the autopilot at the exact right time - 10 seconds from plowing into the sea. Planes are just GREAT!
