It's also not impossible that he might not manage to get 50% even with second preference votes unless you assume all of the Green and LD first-preference voters put him as second-preference (although as most of the declared counts are Bad London he's still got a lot of first-prefs to pick up)

e: To be clear - the winner is most first+second pref votes, it's not an *electoral* problem if he doesn't make 50% but it's a loving massive kick in the bollocks. Also it's extremely unlikely that Bailey will pick up anything like as many second-prefs, his path to a win is now basically closed. For comparison in 2012 Johnson was up by 15 points on first prefs in the seats that have already declared, up by 10 on total first-prefs and was pegged back to 3 points once the second prefs were counted.

Yes, it's an transferrable vote system. If nobody gets 50% on the first round, they effectively go back to the voters of people who didn't make the top two and say "Okay Count Binface is out, who do you want to vote for now?". London (and most other places that implement the system) only bother with two preferences and knock out all but the top two but there are schemes that allow as many preferences as there are candidates - you knock out the lowest-scoring candidate, count the second-pref votes for the people who had them as first-pref, then knock out the second-lowest and count the third-pref votes of the lowest scorer, the second-pref votes of the second-lowest, and so on up. Obviously this takes a truly stupiendous amount of time to count and verify especially as many won't bother with going much below second or maybe third votes.

Now this system only really works with "Two parties and supporting artists" political landscape that we have - in 3-way races (particularly the clusterfuck of the very first London mayoral election) it's entirely possible for the 3rd-place candidate to actually have the largest amount of combined votes and then you get into just as many questions about tactical voting as you do with straight FPTP, but the more complex systems are well-known to be a big turn-off to voters (and even the simplified system has a truly stupendous amount of invalid (both prefs to same candidate, more than one first or second pref, no first pref, etc) ballots - over 5% this year, and normally around 3%).

However the only real alternative is long-runoff systems (like the Tory leadership election) which whittle down the candidates one at a time and re-ballot, and I don't think anyone's keen on having half a dozen elections spread over months on end.
