I realize that this thread is 99% made for pointing and laughing at weird sex things on Steam but it also has occasionally hosted some genuine discussion. This is kind of weird since Steam has an almost carte blanche laissez-faire attitude towards what is put on it nowadays but apparently this, without any explicit reasoning, is over the line. https://www.pcgamer.com/steam-rejects-vr-sex-experience-holodexxx/ I mean Steam is currently hosting House Party, which features a real-life porn model in it, as well as Subverse which has some incredibly explicit sex scenes, but for some reason, this particular product is getting snubbed despite the fact that Russian hentai match games with stolen art that probably play into the seedy card/achievement underworld of Steam are posted by the dozens each week.

Based on how Valve has handled this stuff in the past, they distinguish "real" and "non-real" pornography. If something features images of real people doing it, you're definitely out. Obviously this distinction gets murky when you use real actors but scan their performances and portray that data using 3D models. The fact that Steam's staff isn't willing to give a detailed explanation of what they deem acceptable or how they define 'pornography' is hilarious, but I'm sure this could've gotten accepted if it was dressed up as a more traditional game experience.

The first line of the article probably shows the problem "The future of adult entertainment is photo-realistic adult stars in virtual reality". Valve's guidelines specifically say that you can't have images of real people so maybe this crossed the (mostly invisible) line. What is too close to real people is, apparently, up to whatever intern they have looking at this stuff. But yeah, like has been said, Valve is probably keen NOT to give clear guidelines so that they can avoid anything approaching a fuzzy area.

Holodexxx's VR stuff featuring prominent porn stars is different, it's something that might attracting attention beyond whoever is currently buying steam porn games. I think that is the real rule is nothing that may get wider attention and cause parents to uninstall steam. Compared that to the million asset flip hentai games or even more high profile adult games like Hunie Pop or Subverse all of which passes well under the radar of what most people ever hear about.
