Not quite. The specific phrasing the guy uses tricks Dharma into thinking that he's actually in a taxi. But it's super subtle and not really translatable in English. Or even Korean, necessarily, which is why the cop doesn't understand Dharma's complaint and is probably interpreting it the same way you are.

Cheer Up Boss Dharma

In other translation notes, here Taku is saying that his problem is a common one for people his age, literally young people, but what we would call Millennials. I never use that word because it's too long, and also because using it would imply Koreans commonly use our generally dumb system of pigeonholing certain generations via buzzwords. Also in the original Korean, Dashum explicitly promises to give Taku the bread back if he pays up, but due to space constraints I had to leave that as just implied in English. I think this particular comic is mostly improved in translation, since the original Korean more explicitly has Dashum making reference to bread, suggesting he actually cares about Taku's dietary situation, whereas removing the word bread from his dialog due to space constraints better supports the reading that he's just been hassling Taku for the cab fare this whole time.

What I'm reading in this one is "Bernice nervously spouts a bunch of pretentious buzzwords to sound like art people, and the actual artist calls her out on it." That's a decent gag.

What the Evans almost certainly wrote was "Bernice spouts a bunch of pretentious buzzwords like art people do, and we're calling you out, art people!"
