Since mixed-use zoning is only starting to make a comeback and little bodegas are illegal in 99% of the US, yeah, it's currently mostly limited to higher-end grocery and the apartments/condos target the highest end of the market they think they can pull in. Just like with homes, they'll sit on empty space for years hoping to hold out for their golden goose. Just like with homes, putting more units/spaces on the market forces the greedy assholes to either adjust their terms to the advantage of the buyer/leaser or else be stuck sitting on the money-draining property for even longer.
