From everything I can tell it's because he genuinely believes that if people were just given all the facts and arguments, they will come to the right (ie. socialist) conclusions. An argument which he usually backs up with polls showing Americans generally favor a lot of policy proposals that are deemed radically left-wing, as long as you ask them in the right kind of language. Ofcourse, he is also the author of Manufacturing Consent which precisely details why none of that poo poo matters as an efficient propaganda machine exists to tell people what to believe and how to vote and this overrides the conclusions they would have reached independently absent said propaganda machine. Best I can tell his opinion is that limiting free speech would only allow the state to further strenghten that propaganda machine and erode dissenters' ability to counter it. Maybe true, but it's not like anyone has found a way to counter it as is so I honestly don't know why it's such a sticking point in his worldview.

That one guy who literally created the whole current anti-vaccination movement because he wanted to push his own company's vaccine. Also Chomsky is a poo poo idiot. He's completely failed as a linguist while also being one of the most successful people at being a linguist. (What does it mean? His most famous theories are so wrong that even he himself must have known that they are dead wrong from the start, and still he's made a career out of it because ???)

Honestly?
