It was renamed to the Varyag in 1990. After the USSR collapsed in 1991, the government of the Ukraine put up the uncompleted hulk for sale - the PLAN bought it in 1998 and towed it all the way to Dalian, China. They studied it, worked on it, and completed it, and recommissioned it as the Liaoning in 2012. It was reportedly "battle-ready" as of 2016, though it was being used as a training ship well into 2018. I wouldn't call it "hopelessly outdated" - it doesn't carry as many planes as an American Nimitz-class carrier (the Liaoning's full complement is supposed to be 26 fighter planes and 14 helicopters), but then it was never intended to compete with those in the first place. As BrutalistMcDonalds said, it's still useful to get the PLAN used to the idea of conducting aircraft carrier operations as a matter of, well, praxis, even if you don't necessarily expect the thing to be used in a shooting war. Indeed, the PLAN learned enough from the Liaoning that the second Chinese carrier, the Shandong, was built completely as a domestic endeavour - laid down in March 2015, completed in April 2018, commissioned in December 2019. It can even reportedly carry slightly more planes than the Liaoning, given some improvements in the design.

They are capable ships in their own right, but they carry about half the aircraft that a Nimitz can. The J-15, which is based on the SU-33, should be comparable to a F-18. That said, pretty much all of the combat systems on them have been replaced including the radar/weaponry. That said, China is clearly building supercarriers that should stand toe to toe with an American carrier.
