At least some of that tedancy for Hollywood to cast 20-somethings as teens in TV is the desire for a show to have like 5+ seasons. If you cast legit 16 year olds or whatever they may end up looking quite different and noticeably older in a few seasons and unless you plan to have your show age with the cast that's something you probably want to avoid. A 25 year old on the other hand doesn't change very much in five years.

An Australian Army vet mate of mine posted something similar from a US Army dude, but the bit of paper said something like "People say the Army is the dumbest of the services..." The subtle thing was though that you could see the name tag and US Army tag on his uniform was backwards, so he'd clearly filmed it with mirror setting on his camera turned on... which meant he'd written the note mirrored.
