Marin on sanonut, ettei hän ole ollut millään tavalla mukana aterioidensa verottomuuteen liittyvässä päätöksenteossa.

Alivaltiosihteeri Timo Lankinen, miksi valtioneuvosto ilmoitti aluksi, että pääministerin saama etu oli 300 euroa, mutta nyt se onkin jo noussut 850 euroon kuukaudessa?

”Tuo 300 euroa oli vastaus tietopyyntöihin, joissa oli kysytty aamiaisista. Eikä meillä edes aikaisemmin tiedetty tuota kokonaissummaa. Sehän on vasta nyt selvitetty.”

Ovatko pääministerin saamat etuudet kokonaisuudessa tämä noin 850 euroa kuukaudessa, vai onko vielä jotain kertomatta?

”Tänään me täsmennämme ihan täsmälleen, mitä nämä ovat. Tullaan ulos siitä, mikä on ollut aamiaistarvikkeiden kokonaiskustannus, ja edelleen, mikä on ollut lounastarjoilun määrä. Olen ymmärtänyt niin, että tuo aamiaistarvikkeiden hankinta on ollut keskimäärin 250 euroa kuukaudessa ja loppu on Compass Groupilta hankittuja lounaita.”

Valtioneuvoston kanslia on sanonut selvittävänsä verottajan kanssa, miten etua pitää verottaa. Mitä tälle selvitykselle kuuluu?

”Me pyydämme nyt verottajalta lausunnon, kun tästä on ilmennyt epäselvyyttä. Tänään varmaankin verottajalle lähtee lausunto­pyyntö. Siinä selvitetään, mikä tämä käytäntö on ollut ja mitkä ovat olleet meidän perusteemme. Ja pyydetään verottajan kanta meidän näkemykseemme.”

Lankinen sanoo, että ohje pääministerin virka-asunnosta ja siihen liittyvistä palveluista on annettu vuonna 2010.

”Siinä ohjeessa on jo todettu, että pääministerin virka-asuntoon kuuluu ruokailuun liittyvät palvelut. Siinä myös todetaan, että asunnon ruokapalveluista huolehtii virka-asunnon emäntä.”

Lankisen mukaan tämä tuli uudelleen esille, kun uusi hallitus aloitti vuonna 2019.

”Silloin Antti Rinne kaipasi ohjeita, mitä pääministerille kuuluu, kun hän asuu virka-asunnossa”, Lankinen sanoo.

”Silloin täsmennettiin, että siihen kuuluvat aamiaistarvikkeet ja kylmänä toimitettavat tarvikkeet. Tätä siis silloin täsmennettiin niukemmaksi. Aikaisempi ohje oli, että virka-asunnolla saa yleisesti ruokailuun liittyviä palveluja. Nyt voi siis tilata aamiaistarvikkeita ja kylmänä toimitettavia aterioita.”

Siinä yhteydessä todettiin, että näiden kohtuulliset kulut maksetaan valtion varoista, Lankinen kertoo.

”Meidän [valtioneuvoston kanslian] tulkintamme on koko ajan ollut, että tämä on ministeripalkkiolain asumiseen liittyvä veroton palkkio. Tässä tilanteessa voi sanoa, että uudelleentarkastelussa olisi pitänyt olla täsmällisempi.”

Kuinka kauan aterioita on tulkittu verottomiksi?

”Ministeripalkkiolaki tuli voimaan 2006 tai 2007. Sieltä asti se juontaa niiden pääministereiden kohdalla, jotka siellä ovat asuneet.”

Miten ateriat korvattiin sitä ennen?

”Aikaisemmat pääministerit ovat maksaneet vuokraa, mutta on vaikea enää saada selville, mitä palveluja on muuten tarjottu. Emäntä on varmaan tarjonnut palveluja, mutta emme tiedä täsmälleen, mitä ne ovat olleet.”

”Tämä on kysymys, josta Päivi Lipponen näytti hermostuneen sen jälkeen kun meiltä oli ilmoitettu, että tätä on jatkettu Paavo Lipposen pääministeriajoista lähtien.”

”Se oli virhe, koska ei tämä tällaisessa muodossa ole ollut voimassa missään tapauksessa silloin Lipposen kaudella, koska ministeripalkkiolaki oli erilainen ja he maksoivat vuokraa asunnosta. Sitä, mitä mahdollisia muita palveluja sinne silloin järjestettiin, emme varmuudella ole saaneet selville.”

Onko pääministerin kanssa tehty ylipäätään sopimusta, jossa on käyty läpi kaikki ehdot?

”Ei pääministerin kanssa tehdä mitään sopimusta. Yleensäkin ministereiden palkkioista on säädetty ministeripalkkiolailla. Siinä on säädetty myös muista palveluista, mitä ministereille annetaan.”

Mistä Kesärannan verottomat ateriat hankitaan?

”Emäntä on hankkinut aamiaistarvikkeet yksityisistä kaupoista. Ostospaikat olemme salanneet turvallisuussyistä, jotta ruokien lähtöpaikka ei selviäisi.”

”Olemme salanneet ainoastaan hankintapaikan ja yksittäiset ruokatarvikkeet, koska niistä käy ilmi yksityisyyteen liittyviä seikkoja, kuten esimerkiksi se, millainen ruokavalio pääministerillä on.”

Kuka ostokset tekee?

”Emäntä käy hankkimassa toivomuksien mukaan.”

Mistä kylmänä tulevat ruoat saapuvat?

”Ne tulevat sen palvelusopimuksen catering-palvelun kautta, joka valtioneuvostolla on.”

So it's been the convention since current law on ministerial compensation was passed over a decade ago. A convention that was last verified in 2019 when Antti Rinne came in and asked them what he has to pay for himself vs what's job benefits.

As for why the breakfasts are costing so loving much, looks like the bill comes from some subcontractor that they're using for meal services. So Marin family ain't eating breakfast with ingredients worth 20€ a day, but rather Kesäranta is getting charged that much by the contractor. This, of course, is conveniently omitted from the articles on the subject to keep the shitstirring going.

All in all the cost of HTP:s spent on investigating, reporting and writing about Sanna's breakfast has far exceeded the actual cost of breakfast and I'm wondering what's the actual thing that's getting pushed forward while media attention is focused on pointlessness? Or is it just a kuntavaali play?

The media's main job is trying to create scandals, it's just that corona's taken a bunch of people's attention for a while and they haven't really found anything kohuworthy involving Marin directly until now. They wanna play vallan vahtikoira once again now that it's okay to attack the PM directly. It's really nothing new for the media or Finnish politics in general, it's just that this poo poo's a less than lautakasa tier nothing. Even Marin got tired of playing along, but the persus will absolutely hang on to it as long as they can, especially with Halla-aho's comments from earlier conveniently getting buried under this nonsense. Iltalehti is pretty much calling for Marin's resignation over this and comparing it to Sahlin's case in Sweden which is just :aslol: (Sahlin personally bought non-work related stuff on a work expenses only credit card). Also funny how Sipilä's vakuutuskuori etc were just good tax planning and a feature, not a bug, whereas Marin going by Valtiokonttori's instructions is resignation worthy :thunkher:

Edit: I guess Sahlin's case is similar in that she was essentially forced to resign over something that was not illegal.

Double edit: I guess the right wing is going apeshit over sote possibly going through without extended privatization, considering Lepomäki's whining to the press today and how hard the media is trying to find anything at all to topple the government.

I just dont like why it should be non-taxable benefit. Youre already getting paid, what 14 000 euros a month? Why should you get another 14 000 euros in untaxed benefits?

Some virkamies tells you ok so this is a part of your "you're pm now" package and you go "oh ok i guess?" is the most boring scandal. Obviously it's not a good look and I wish she would have had the foresight to go naw, that won't play well if it comes out. But otoh who gives a poo poo. I can see the justification for it too, just make it an option that you can pay for/taxable or something.

There's so much suhmurointi that is like, actually harmful and shady that I'm just having a hard time caring that much. I guess it's good that this kind of stuff gets brought up and a conversation can be had, or would be, if we as a nation were capable of discussing things beyond just jumping straight to aamiaisgate worse than hitler

Some virkamies probably didn't even tell her anything. I mean I would assume all food costs are included when you are the loving prime minister since regular-rear end kansanedustajat get comped taxis and poo poo. Before this I just thought a PM has 24/7 food staff that costs way more than 850e a month.

Where do you draw the line if she has to start turning down job benefits and compensations? Living in Kesäranta rent-free at all? Some ISIL fabulist could have thrown up huge headlines about the costs associated with that instead. Ministerial rides? How dare Sanna fly on our tax-penni to EU summits where she surrenders finnish money to some "elpymispaketti"! Or even ministerial meeting kahvit ja pullat, those probably cost on par with the scandalous breakfasts when you include the catering service costs.


e: ^^^ some virkamies actually probably did tell her, they specifically checked the scope of the food services when Antti Rinne came in earlier. And at the time actually reduced the service scope to breakfasts and cold meal delivieries only.

I guess it's more of a reaction to the backlash from me. Actually thinking about it yeah, it is dumb to hold both that the benefit is understandable and also that you should say no. People are really fixated on mp compensation and benefits and jesus christ they're such an infinitesimal drop in the ocean that it just feels very bad faith and on further thought probably shouldn't attempt playing around it.
