A biscuit goes soft when it's stale, a cake goes hard when it's stale. Biscuits are charged as luxury goods but cakes are not. QI did a thing about it.

There is an emergency/out of hours social work team (ie one person). If it's mental health issue they phone for an ambulance anyway, because people react less badly to being asked to get in one of them than a police car. And to section someone you need medical professionals to sign the paperwork.

I mean if we want to get technical, there's no actual luxury tax in the way many countries have, we only have VAT, which is charged on every single item *except* some very specific categories (fuel attracts a lower rating although has its own separate duty, childrens clothing, legally-mandated personal protective equipment, books and *most* food are zero-rated). Now I think of it, that's reminded me of the reason that I read (bear in mind this may well be wrong, it was some random blog) - that when VAT was first introduced it was decided, wherever possible, to make it so that most small businesses would have to charge either full VAT or no VAT to ease the admin burden. So *all* childrens clothing, whether Tesco Value or Armani, is zero-rated while all adult-clothing is full-rated - childrens clothing still tended to be sold from specialist retailers in those days, apart from at department stores, which were big enough to have accountants. Similarly most people still bought their bread from small bakeries which happened to sell cakes as a sideline (RIP Powells and your absolutely *amazing* cream doughnuts) so cakes were zero-rated to avoid what would probably be a pretty major administrative burden on businesses that were still mostly doing their accounts with paper and pencil. The biscuits/chocolate biscuits distinction is still an odd one - I suspect it's probably something ridiculous like people were scraping the chocolate off them and reselling it on the black (well milk) market in some 70s equivalent of coin clipping.

I get what you're saying but I think that making it as difficult as possible for a state to convict a person of a crime is objectively a good thing. Murder is considered by society as the worst crime, with the harshest punishment, and even the elizabethens who codified what murder was recognised that they should therefore make it one of the absolute hardest things for the crown to prove. Realistically I would expect the corners report to indicate violence demonstrating intent to cause GBH which is an injury with the potential to kill so it's extremely doubtful that in this case there will be a defence against murder, but it's absolutely right that his legal counsel should advice him to wait in pleading until the crown has fully presented their case.
