Yes because labor is the single smallest part of all restaurant costs. Building rent, raw materials, and equipment costs all tend to be vastly higher than employee pay.

In case you were wondering, it costs $75 to submit an entry for one of the Pulitzer categories. I don't know how this works from a legal perspective, but I'd assume you can't just pocket that money and then flat-out refuse to give out the award.

If you want someone to complain to, here's the 2021 Pulitzer board. Bear in mind it's possible that the jury may have actually played a role in this. Given the procedures above, it is likely that not all of the board were refusing to award a prize. It may be worth asking them what happened.
