B) A learned behavior that the dog has figured out gives it certain advantages, and by that I mean "causes humans to give it food out of pity". Dog are absolutely smart enough to make the correlation between cause and effect in the things they do, and this includes occasionally faking injuries to get humans to behave in certain ways. This is why sometimes dogs will start limping if they want a walk to end even if they aren't actually hurt (note: from the dogs perspective this might not be a "trick" so much as it is just another form of communication, basically they've figured out "When I hold my leg like this human makes the walk end, so if I want a walk to end I hold my leg like this"). Consider this: Which dog are you more likely to give a piece of your sandwich to: A regular healthy looking one, or some poor stray who's back legs don't work? So, yeah, my guess is that the dog has figured out "When I do this humans are more likely to give me snackies!" (another note: these two things are not mutually exclusive. It's highly possible that this behavior started out as dick itching, someone saw the dog doing this and thought it was hurt so they gave it some food, and the dog thought "Huh! Humans give me food when they see me itch my dick! Neat!" and thus continued to do the behavior in front of humans in the hopes of getting more treats).
