I'm pretty confident that the primary electorate for the Dems is more conservative than the nation on average. People were asking Ginsburg to retire in 2013. The whole "Notorious RBG" meme was invented in response to that. Granted, if the Republicans wouldn't allow Obama to replace Scalia then it was a sure bet that they wouldn't allow Obama to replace her either, but there's still a good two-three years between the initial calls for her to retire and his dying (and the Congressional stonewalling that followed)
