imo the UFO psyop has a few functions 1) cover up america's secret projects and whichever alphabet agencies are not supposed to be flying drones in american airspace but are joyriding around scaring other agencies 1b) advertise americas secret projects as scary out of this world future technology so when they are ready for sale to dictators etc they fly off the shelves 2) provide cover for america's spy drone projects abroad 3) pretend to be ignorant about foreign spy craft 4) in the same way american doctrine claims the whole world is its jurisdiction, start a new doctrine that extends that jurisdiction to space and start militarising it before china or russia can bonus 5) make everybody unsure what is true or not and make normal people's lives seem more precarious whatever they say will be swallowed and repeated uncritically by the american press and obviously the UFO fans really, REALLY want to beleive so they're gonna swallow whatever as long as aliens could be involved
