It has some great OSHA content including them exploring it and realizing their voice pitch has changed because they are in a pocket of stagnant air that could poison them.

Reading comprehension is the basis of everything, really. If a kid can't read a problem and understand what he's being asked to do, he can't do math, or chemistry, or physics, or wood shop, or auto repairs, or pretty much anything else. It's why every subject area also stresses reading comprehension (word problems).

Yeah reading ability correlates more strongly with success in other subject areas than any other subject does, for a bunch of reasons but partly because it helps people to do well on assessments. If you want to assess a kids ability in any area, sit and talk with them for a couple of minutes while they do a relevant task. Don't give them a written test.

Been in every nook and cranny of that one, it’s a great tour if you like that stuff. The support stuff is all done at the nearby air base, so there is actually not a whole lot at the actual silo locations. They act all secretive about silo locations, it’s funny. They’re not secret at all. We know where they all are. Secret nukes are the ones in subs.

The joke likely isn't just that, but the original cartoons have both share the same voice actor, doing pretty much the same voice (plus/minus an electronic filter) and an obviously thinly veiled Cobra Commander actually makes a guest appearance in a later episode of The Transformers. (as 'Old Snake', probably no relation)

Out of curiosity I looked up some numbers on uxo&co here. What I found with a quick search is pretty interesting. The state of Bavaria used ~ 3 million € to destroy 72 000 kg of found bombs and munitions in 2017 (I don't have earlier data). Their equipment doesn't have the kind of bombastic branding as displayed here and they also don't do poo poo like this…
